AFTERNOON...

THE NATIONAL WEATHER SERVICE IN FAIRBANKS HAS ISSUED A WINTER
WEATHER ADVISORY FOR SNOW AND BLOWING SNOW...WHICH IS IN EFFECT
UNTIL 3 PM AKST THIS AFTERNOON.

* BLOWING SNOW...REDUCING VISIBILITY TO 1/2 MILE OR LESS.

* SNOW...WITH UP TO 4 INCHES OF ACCUMULATION.

* WINDS...WEST GUSTING TO 30 MPH.

* TIMING...SNOW AND BLOWING SNOW WILL DEVELOP THIS MORNING. THE
  WORST CONDITIONS WILL BE AROUND NOON AS WINDS INCREASE.
  CONDITIONS WILL IMPROVE BY LATE AFTERNOON AS WINDS AND SNOW
  DIMINISH.

* IMPACTS...VISIBILITY WILL BE GREATLY REDUCED AND SNOW WILL 
  ACCUMULATE INTO DRIFTS. WHITEOUT CONDITIONS MAY OCCUR. TRAVEL 
  AND OUTDOOR ACTIVITIES WILL BE DIFFICULT.
